PHIA is here and the REB FORMS are changing!
The Personal Health Information Act (PHIA) comes into effect Saturday, June 1, 2013.  This new law is similar to health privacy legislation in other Canadian provinces and is based on principles consistent with CIHR Privacy Best Practices, TCPS-2, and the routine approach adopted by the IWK REB.  PHIA includes specific requirements for research so new forms are needed to meet these requirements and ensure legislative compliance.  We have been very busy revamping forms and part of that effort has included a move towards harmonization with Capital District Health research ethics process. Over the coming weeks forms will be revamped and posted on the IWK REB website for use (www.iwk.nshealth.ca – under the Research Tab).
As always, you should routinely refer to the website to obtain the latest versions.
We know many of you may have submissions in progress using the old forms. Rest assured we will continue to accept and review submissions of old forms for at least a two week overlap period.  As part of the review process, the REB will notify you if it is necessary to also provide a new style form to maintain compliance.  Additional time will be granted to complete the necessary forms, we will not delay review in this transition period and every effort will be made not to hold up progress of your research.  
Watch for announcements of training sessions in the coming weeks. Additional information will be provided on the website for reference. If you have any questions about PHIA or your submission plans, please feel free to contact us.

To the IWK Research Community:

Important Notice regarding REB Activities for December & January

The Research Ethics Board (REB) limits the agenda to 10 submissions requiring full board review for the December meeting. The first 10 (ten) protocols to be submitted to Research Services on or before the deadline date will be scheduled for review at the December meeting.

In January the Research Ethics Board holds its Annual REB Retreat. Submissions requiring full board review will NOT be reviewed in January.

Delegated submissions will continue to be reviewed in the usual manner during December & January. Every effort will be made to ensure against delay during the holiday season.

We apologize for any inconvenience this may cause. Feel free to contact the research office or e-mail us at bev.white@iwk.nshealth.ca us to discuss your planned submissions for December/January.

To the IWK Research Community:

Investigators may be invited to the Research Ethics Board (REB) Meetings:

To facilitate the review of Standard REB Submissions, Principal Investigators (or their designate) may be invited to attend the REB meeting.  Investigators will be notified of the time and location of the REB Meeting at least 10 days prior to the meeting date if their attendance is requested.

Investigators will be invited to make a short (10 minute) "presentation" of the research study and REB Members may followup with a few clarifying questions. 

The REB review and Summary of REB Issues will follow in the usual manner.  Investigators will not be in attendance during the review of their submission.

Research, along with education and clinical care are the three essential activities of the Health Centre. The Research Ethics Board (REB) will assist members of the research community to conduct ethically acceptable research involving humans.

All research that involves human subjects, their information or their tissue, requires review and approval by the REB before it is started. Research proposals are assessed for ethical acceptability using regional, national and international guidelines.

The IWK Health Centre Research Ethics Guidelines & Operating Procedures provide direction in regard to research involving IWK families and personnel. Since research ethics is a continually evolving subject, these guidelines may be modified from time to time. It is the responsibility of readers to ensure that they are using the most recent version.

The REB Standard Operating Procedures (SOP) also provides important information on the Board's operations and should be read in conjunction with these guidelines.
